CLSUD is seeking qualified firms to provide comprehensive inspection services to ensure compliance with project specifications, regulatory requirements, District and industry standards during the construction of water and wastewater infrastructure projects.

Interested firms should submit their proposals by the stated deadline in accordance with the RFP instructions. Late submissions will not be considered.

Note: This scope does not include engineering analysis, structural assessments, or material acceptance testing. The inspector’s role is limited to compliance verification and observational reporting.

Q&A

Yes, three notarized copies of the Certification and signed Conflict of Interest forms are required with the RFP submission.

A digital PDF copy is also required and should be provided on a thumb drive included with the three mailed copies (not by email).

The update to our MSA, based on the advice of legal counsel, may be discussed at the same Board meeting under the same agenda item as the
contract award. At this time, this is only a suggestion and has not yet been confirmed. Also, Section 7.3 of the MSA states that the Board, or its designee, has the sole discretion to increase or decrease insurance coverage requirements in connection with any Task Orders, with the understanding that the Inspector may adjust the amount charged accordingly.

The scope is limited to observing and documenting construction activities to verify that they are performed in accordance with the approved
engineering plans and specifications, monitoring the project schedule, and reporting any deviations from the plans or specifications to the engineers and to us.
