Job Description

 

The Water Operator is responsible for working as part of a crew that performs any of the following functions: analysis, repair, construction and maintenance of water distribution infrastructure, facilities, leak detection and coordinates related activities; maintenance on water storage tanks and pump stations, and chemical feed systems. The Water Operator is also responsible for operating and transporting heavy and specialized equipment for repair, construction, and maintenance of the water distribution system.

ESSENTIAL FUNCTIONS

 

  • Coordinates daily staff assignments and schedules
  • Trains and mentors’ other employees
  • Observes and reports all damaged and inoperative meters.
  • Uncovers meters and removes debris when obstacles prevent reading meter.
  • Completes basic service requests to turn on/off water services.
  • Removes simple locks from meter boxes.
  • Removes debris and dirt covering meter boxes and meters, replaces damaged or missing lids.
  • Operates a variety of hand tools and equipment in the maintenance of water meters.
  • Resolves escalated problems and issues with internal and external customers and implements enforcement procedures.
  • Verifies service information on all meter sizes to ensure proper identification, initiates or terminates water service.
  • Obtains meter readings for all meters and obtains meter readings on all accounts requesting change to enable proper billing AMR meters.
  • Assists customers in the resolution of service problems and leaks by answering questions and providing information in a tactful manner, in order to enhance customer relations.
  • Processes water samples as required

Heavy Equipment

  • Operates and maintains a variety of heavy and specialized equipment such as dump truck, front-end loader, skid loader, backhoe, compact excavator, and trencher and specialized equipment such as crane truck (approximately 20-ton), grader, track excavator, bulldozer, and track loader.
  • Excavates and backfills trenches in order to complete repairs.
  • Transports equipment, tools, and materials to and from job sites.
  • Loads and unloads materials from trucks.
  • Stocks vehicles with necessary equipment and material.
  • Cleans, organizes and maintains facilities, tools and equipment.
  • Updates work orders in computerized maintenance management system to document service performed or completed.
  • Observes and promotes all established safety procedures.
  • Interprets as-built drawings, schematics, block maps and construction plans.
  • Assists with set-up of work zone barricades and signs for traffic control.
  • Conducts inspections of equipment and reports mechanical concerns/issues for repair.
  • Assists in training crew on proper usage of tools and equipment.
  • Provides training for Texas Class “A” commercial driver’s license.
  • Provides guidance to crew in the absence of the Foreperson.
  • May perform manual labor work related to maintenance and construction.
  • Performs other duties as assigned.

MINIMUM REQUIREMENTS

  • High School Diploma or GED.
  • Zero to Six months’ experience in the construction, water, wastewater or similar work environment to include experience operating heavy equipment
  • Valid Class “C” Texas Driver’s License
  • Pass position specific physical testing.
  • Ability to report to work on time, maintain a good attendance record, and work all designated work schedules.

PHYSICAL DEMANDS AND WORKING CONDITIONS

Physical requirements include lifting/carrying up to 90 pounds occasionally; pushing a maximum force of 100 pounds; pulling a maximum force of 100 pounds. Subject to standing, sitting, walking, climbing, bending, crawling, squatting, kneeling and working in cramped and strained positions for long periods of time to perform job scope. Requires visual acuity and speech and hearing.

Working conditions are primarily outside with frequent exposure to inclement weather, water, mechanical, electrical, chemical and confined space hazards; offensive fumes, excessive noise; heavy traffic; deep excavations; and animals, snakes and poisonous insects.  May be required to comply with requirements as specified in applicable regulations for personal protective equipment including clearance for use of respirator protection and other associated equipment.  Operates a company vehicle daily.

Required to work hours other than regular schedule such as days, nights, weekends, holidays, on-call and rotating shifts.

 REUSE FUNCTIONS:

A water reuse operator, also known as a water or wastewater treatment plant operator,  is responsible for ensuring that water is clean and safe for public use. Their duties include:

  • Water treatment: Adding chemicals to disinfect water, operating equipment to purify water, and monitoring operating conditions
  • Water sampling: Collecting and testing water samples to ensure safety standards are met
  • Equipment maintenance: Inspecting and maintaining equipment, tanks, and filter beds
  • Record keeping: Recording meter and gauge readings, operational data, and test results
  • Regulatory compliance: Following U.S. Environmental Protection Agency (EPA) regulations
  • Emergency response: Being available to respond to emergencies as needed
  • Grounds maintenance: Maintaining plant grounds using push mowers and tractor mowers
  • Shift work: Working any shift, day or night, as needed

Water reuse operators may need to have the following skills and abilities:

  • Technical ability in mechanical equipment and technical sciences
  • Ability to use hand and power tools
  • Ability to read, write, and make observations
  • Ability to hear well enough to converse on the radio, telephone, and in person
  • Ability to lift, carry, push, and pull equipment and parts
  • Ability to remain calm and function under emergency situation
