County Line Special Utility District (CLSUD) is pleased to announce the release of a Request for Qualifications (RFQ#: 06172025-002) for Professional Engineering Services to support ongoing and future water and wastewater infrastructure projects. This RFQ is intended to establish a list of qualified engineering firms to assist with planning, design, permitting, and construction administration services as the District continues to grow and expand service delivery.

To satisfy this evaluation criterion, please include a detailed Scope of Work in your proposal that outlines your understanding of the project objectives, your proposed approach, specific tasks to be performed, deliverables, timeline, and any assumptions. This section should demonstrate your methodology and how your team plans to successfully complete the work. Please refer to page 9 of the RFQ under the “Project Overview” section and page 2 under “Introduction” to better understand what CLSUD is seeking in this RFQ. These sections provide guidance on the types of projects and services we are requesting.

To address this criterion, please indicate whether your firm is a certified HUB or if you intend to include HUB-certified sub-consultants. Provide documentation of certification (if applicable), describe the roles HUB firms will play in the project, and estimate the percentage of work they will perform. if your firm is not a certified HUB and does not plan to utilize HUB sub-consultants, please include a brief statement in your RFQ response indicating that HUB participation is not applicable to your proposal. The reference to 150 miles is intended to give context regarding proximity to CLSUD’s office, but it is not a strict requirement for the prime firm or Project Manager to be located within that distance.

While most meetings can be conducted virtually, there may be occasions when in-person attendance is necessary, particularly for critical site visits, board presentations, or coordination meetings. Firms located beyond 150 miles are still welcome to submit and will be evaluated based on the overall strength of their proposal and ability to respond as needed.

Subconsultants are not required to be located within 150 miles of the CLSUD office. However, they should be able to effectively support the project and attend in-person meetings or site visits if needed.

There is no requirement for key personnel to be located within 150 miles of the CLSUD office. However, key personnel should be available to attend in-person meetings or site visits when necessary. Proximity is not mandatory but responsiveness and availability will be considered in the evaluation process.

What we are requesting here is for CLSUD, as the construction phase contract administrator, to provide a summary of how many change orders were issued that should have been identified during the design phase. We want to assess whether the consultant demonstrated due diligence during design by accounting for all necessary infrastructure elements. Also, this will help evaluate how effectively the consultant managed the contractor and their requests, as well as the impact of those change orders on the original contract price.
For example, in the XXXX site project in 2024, the contractor submitted two change orders related to weather delays and unforeseen boring under gas lines that were not shown on the plans.
