County Line Special Utility District (CLSUD) is pleased to announce the release of a Request for Qualifications (RFQ#: 06172025-002) for Professional Engineering Services to support ongoing and future water and wastewater infrastructure projects. This RFQ is intended to establish a list of qualified engineering firms to assist with planning, design, permitting, and construction administration services as the District continues to grow and expand service delivery.

Submissions must be delivered in person or by courier to ensure they are physically received at our office by the deadline. The reference on Page 20 regarding emailed time/date of receipt refers to internal logging procedures and does not indicate electronic submission is allowed.
Page 12 lists tasks for a General Services Agreement. Is this opportunity for a term contract, i.e., on-call services or “designated Engineer”?
This opportunity is for a term contract under a General Services Agreement. It is intended to provide on-call engineering services or function as a “designated engineer” through task-specific work orders.
Page 15, item 4 Support Personnel Experience lists several requirements, but does not ask for resumes. Will resumes suffice for this section?
Yes, resumes are acceptable to demonstrate the qualifications and experience of support personnel for this section.
Page 18, item V, scoring lists 10% for Proposed Lead Tech Professional(s). Please clarify this role if not the Project Manager or the Support Personnel.
The Proposed Lead Technical Professional(s) refers to key technical staff members who may not be the Project Manager but are expected to lead critical technical aspects of the work.
Page 18, item V, scoring lists HUB criteria at 10% of the score – it’s an incomplete sentence. HUB requirements are not included in the requirements of the SOQ on pages 13-17. Please clarify.
HUB participation is evaluated as 10% of the scoring. Firms that are HUB-certified must include their documentation in the submittal. Firms that are not HUB-certified should include a one-page statement indicating they are not a HUB.
Page 19, item 2 - Will Q&A be posted to Civcast or the CLSUD website?
Responses to all submitted questions will be posted on CLSUD website and Civcast.
Page 19, item 3 – Will Addenda be posted to Civcast or the CLSUD website? The paragraph also states that “Respondent shall acknowledge receipt of all addenda on the Certification and Acknowledgement Form.” Please advise where to find this form.
If any addenda are issued, they will be posted on Clsud website anc Civcast. Respondents must acknowledge receipt of all addenda by completing the Certification and Acknowledgement Form, which will be included with any addendum issued.
In Section V. Evaluation Process, 30% of the points may be awarded for the Scope of Work criteria. Section IV. Submission Requirements does not include a Scope of Work section. Would CLSUD please clarify what information the Proposer should include to satisfy this Criteria?
To satisfy this evaluation criterion, please include a detailed Scope of Work in your proposal that outlines your understanding of the project objectives, your proposed approach, specific tasks to be performed, deliverables, timeline, and any assumptions. This section should demonstrate your methodology and how your team plans to successfully complete the work. Please refer to page 9 of the RFQ under the “Project Overview” section and page 2 under “Introduction” to better understand what CLSUD is seeking in this RFQ. These sections provide guidance on the types of projects and services we are requesting.
In Section V. Evaluation Process, 10% of the points may be awarded for the "Historically Utilizing Business and" Criteria. Section IV. Submission Requirements does not include a "Historically Utilizing Business and" Section. Would CLSUD please clarify what information the Proposer should include to satisfy this Criteria?
To address this criterion, please indicate whether your firm is a certified HUB or if you intend to include HUB-certified sub-consultants. Provide documentation of certification (if applicable), describe the roles HUB firms will play in the project, and estimate the percentage of work they will perform. if your firm is not a certified HUB and does not plan to utilize HUB sub-consultants, please include a brief statement in your RFQ response indicating that HUB participation is not applicable to your proposal. This will help us accurately evaluate all submissions under the HUB criterion.
Does the 8. Litigation Disclosure section counts in the 20 pages?
Yes
Does CLSUD require the prime firm to use a specific percentage of HUB firms for this project(s)? On page 21 of the RFQ, in section #7 it states that "Minority business enterprises and/or historically underutilized businesses will be afforded full opportunity to submit RFQs in response to this RFQ and will not be discriminated against on the basis of race, color, creed, gender, age, religion, national origin, mental or physical disability, veteran’s status, or political affiliation in consideration for an award.". And on page 19, in the rubric, it states that a prime firm will be awarded 10 pts for utilizing a HUB firm; however, the RFQ does not state a specific percentage required.
CLSUD does not require a specific percentage of HUB participation for this project. However, as stated in the RFQ, we strongly encourage the inclusion of HUB firms, and up to 10 points may be awarded during the evaluation process based on the extent and meaningfulness of HUB participation. Firms are encouraged to clearly identify any HUB-certified sub-consultants they plan to include, describe their role, and provide documentation to support their participation.

On page 15 - section #1, it states that we should indicate the number of offices, employees, and licensed engineers within 150 miles of CLSUD’s office. Does CLSUD require the prime firm and the Project Manager to be located within 150 miles of the CLSUD office to be considered for this proposal? Or is the 150 miles a preference?
The reference to 150 miles is intended to give context regarding proximity to CLSUD’s office, but it is not a strict requirement for the prime firm or Project Manager to be located within that distance.
While most meetings can be conducted virtually, there may be occasions when in-person attendance is necessary, particularly for critical site visits, board presentations, or coordination meetings. Firms located beyond 150 miles are still welcome to submit and will be evaluated based on the overall strength of their proposal and ability to respond as needed.
Do subconsultants need to be located within 150 miles of the CLSUD office, as well?
Subconsultants are not required to be located within 150 miles of the CLSUD office. However, they should be able to effectively support the project and attend in-person meetings or site visits if needed.
Can you please confirm that the page limit is 20 pages and that resumes do not count toward this limitation? On pages 3 and 13, it states that the limit is 20 pages; however, further down on page 3, it states a 250-page limit.

Can you please confirm if any key personnel must be within 150 miles of CLSUD office?
There is no requirement for key personnel to be located within 150 miles of the CLSUD office. However, key personnel should be available to attend in-person meetings or site visits when necessary. Proximity is not mandatory but responsiveness and availability will be considered in the evaluation process.
Page 17, under the Litigation Disclosure section, Item C requests the average percentage of total construction change order costs relative to original contract costs. a) This appears to be out of place under the Litigation Disclosure section, so we’re wondering if it’s there in error, and b) This requirement appears to be more for a Contractor. As a Design Firm, we don’t manage the construction contracts/costs.
What we are requesting here is for CLSUD, as the construction phase contract administrator, to provide a summary of how many change orders were issued that should have been identified during the design phase. We want to assess whether the consultant demonstrated due diligence during design by accounting for all necessary infrastructure elements. Also, this will help evaluate how effectively the consultant managed the contractor and their requests, as well as the impact of those change orders on the original contract price.
For example, in the XXXX site project in 2024, the contractor submitted two change orders related to weather delays and unforeseen boring under gas lines that were not shown on the plans.
Does the cover page count into the page limit?

What would the estimated contract amount be for this?
It will be determined on a case-by-case basis through individual task orders issued by the selected consultant.
Is a 1295 required? (pretty sure it is- but did not see it as an exhibit at the back like the other forms so just wanted to check!)
Yes, Form 1295 is required for this contract, even though it wasn’t included as an exhibit in the RFQ. It will need to be completed and submitted upon award, prior to contract execution, in accordance with Texas Ethics Commission rules.
Are general insurance certificates required with submittal?
Yes.
Do the insurance certificates count into the 20 page limit?
No.
In Section IV "Submission Requirements," under item 2 "Experience of the Firm with Similar Work," the RFQ states to "List all Texas public and private water utilities that have engaged the Firm’s engineering services since 2020." Can we limit this list to the Central Texas region (Austin-San Antonio) in our response, or do we need to provide it for the entire state?
As noted in Section IV, Item 2, CLSUD requests a list of all Texas public and private water utilities that have engaged your firm since 2020. However, given the 20-page submission limit, you may focus on projects in the Central Texas region (Austin–San Antonio) in greater detail and provide a condensed summary or table for other Texas projects to remain within the page limit. This will be acceptable as long as it reflects the full scope of your firm’s relevant experience.
Page 2 of the RFQ states the due date and time is 5:00pm EST - eastern standard time. Can you confirm that the deadline is 5pm EST and therefore 4pm CST?

Yes, you may include one 11×17-inch page, typically for graphics such as organizational charts or schedules. This will count as one page toward the 20-page limit, as long as it is folded to fit within standard 8.5×11 format.

Are full page resumes also required as part of our submittal? If yes, what category will they be evaluated under?
Yes, full-page resume are required if you wish to demonstrate the qualifications of key team members. These will be evaluated under “Project Team and Availability” and “Resumes of Proposed Lead Technical Professional(s)” as noted in the evaluation criteria.
Does our response to "Resumes of Proposed Lead Technical Professional(s)" evaluation criteria (noted on page 18) need to be included in the 20-page limit?
Yes, resume must be included within the 20-page limit. Any content beyond the 20 pages will not be reviewed, so please ensure all required information including resume is incorporated within the limit.
Do support resumes under the support personnel tab count in the page count, or do only the Project Manager and Lead Professional resumes count? Should our team prioritize the responses to the Q&A and include resumes within our 20-page limit, or follow the guidelines set up in Section IV Submission Requirements of the RFQ and not consider resumes of our team within the page count?
Yes, the resumes of the lead professional and project manager are counted within the 20-page limit. However, resumes for other support personnel may be included as an addendum after the references section, as they are not subject to the 20-page limit.
A one-page summary should be included within the main document to identify the support personnel who will assist CLSUD in the future. If more detailed information is needed, full resumes can be provided in the addendum.
