County Line Special Utility District (CLSUD) is pleased to announce the release of a Request for Proposals (RFP) for Inspection Services for the Misty Lane 1.0 MG Elevated Storage Tank (EST) Project.
Project Overview
CLSUD is seeking qualified firms to provide comprehensive inspection services to ensure compliance with project specifications, regulatory requirements, and industry standards throughout the construction of the 1.0 MG Elevated Storage Tank located at 5356 Misty Lane, Maxwell, Texas 78656.
Scope of Services
The selected firm will be responsible for providing quality assurance inspections for, but not limited to:
- Foundation & Structural Inspections
- Mechanical & Piping Inspections
- Electrical & SCADA Testing
- Final Testing & Commissioning

Will CLSUD be requiring NACE-certified inspectors for this project? What are the specific certifications that CLSUD is requiring for assigned inspectors?
We prefer the proposed firm to have the following certifications:
- NACE Coating Inspector and / Or
- AMPP Certified Coating Inspector
Regarding scope item “Pressure Testing & Leak Detection” – Will there be a contractor performing the actual testing and our team’s responsibility is to verify the results – or is CLSUD requiring our team to perform the test as well?
Our crew will conduct the tests, and we have issued an addendum with a revised Scope of Work to clarify the inspector’s roles at this stage.
Regarding scope item “Safety & Site Safety Inspections” – CLSUD uses the term “ensure” several times throughout the scope description. Can CLSUD please clarify what the term “ensure” means in the context of these scope items? Our team is concerned about the level of liability surrounding the term ensure and would like to better understand what our specific role will be in monitoring/verifying/observing during the safety oversight portion of the work activities.
We have issued an addendum with a revised Scope of Work to clarify the inspector’s roles at this stage, please refer to addendum NO.1.
Page 3 states that the inspector should "Verify site environmental requirements such as stormwater pollution prevention plans (SWPPP)." Can CLSUD confirm if a SWPPP has been developed for this project, and if so, provide a copy for review? Will our team be required to perform the weekly SWPPP inspections?
We do not have a SWPPP as the project/disturbed area is less than 1 acre. Although, the contractor is to place silt fence around the site per the Plans. But a SWPPP will be required if the temporary workspace around the site is obtained. We are still working on this with landowner.
Does CLSUD have the construction plans and specifications available? Would CLSUD being willing to distribute the documents for our review?
Yes, we have the plans only. Once the project is awarded, I will share them with the awarded firm.
Based on the RFP scope of work and the 25% evaluation weight on the fee portion, this is extremely difficult to provide an accurate cost estimate without the plans or specs. There’s no way to estimate the level of effort for the work without seeing the quantities and required testing/sampling intervals. Can CLSUD please reconsider providing the plans and specs? If you are only looking for a rate sheet such as to what we previously did on the last approach, we can do that.
At this stage, we are requesting quotes based on the scope outlined in the RFP. While we understand that a more detailed estimate may require access to plans and specifications, we are not sharing them at this time. However, the selected firm will have the opportunity to refine their pricing once awarded. If you are able to provide a rate sheet and a general cost estimate based on the scope that would be acceptable for evaluation purposes.
