1965
County Line Water Supply Corporation was created to provide water service to the Uhland and Niederwald area. The area around Uhland and Niederwald has little or no ground water so the drilling of wells was not an option to the residents in that area. The drought of the mid-fifties convinced the residents in the area that water needed to be brought in from some source.
Farmers Home Administration provided funding to establish a water system, the citizens of the area established a Water Supply Corporation, the City of Kyle agreed to provide water and construction of the water lines began. $160,000.00.
Manager was Edgar Arnold assisted by his family. No other employees.
A four-inch water line was constructed along FM 150 E. and Hwy 21 from Kyle to a 50,000 gallon water tower one mile east of Uhland on Hwy 21. A three inch water line was constructed from the tower to Niederwald and a two inch line for approximately two miles along FM 2001 west.
1973
A four inch line was constructed from Uhland to Kyle along Cotton Gin Road, Bunton Lane and Goforth Road $153,630.20
1981
Mr. Arnold resigns and is replaced by Daniel Heideman as General Manager.
1984
An acre of land along with various easements was purchased from the Brooks family on the west side of IH-35 for $10,000.00. A well was completed, $65,000.00, along with the construction of a 240,000 gallon standpipe, $73,820.00, and 5 miles of 12” water line, $148,728.18, to deliver the water into our service area. County Line had pumping rights of 400 Acre Ft.
1986
The portion of the system from FM2001 east to Niederwald and along FM2001 west was transferred to the Goforth WSC and a portion of Goforth’s area closer to Uhland on Plum Creek and High Rd. were transferred to County Line.
1994
County Line drilled a second well in the Edwards Aquifer at the Brooks site.
County Line and Kyle maintained an interconnect and could receive water from each other in the case of an emergency. Subsequently the interconnect was abandoned due to construction and relocation of new lines, a new interconnect is planned.
1997
A new 6” line was installed along FM 2770. $11,569.00
A new 8” line was installed along SH 21 to High Rd. $30,579.00
1998
A 250,000 Gallon elevated tank was constructed at Hemphill. $301,000.00
A 12” water line was installed along SH 21 from the Estates to FM 150. $53,218.50
1999
A 12” water line across from Bunton Lane to FM 150 and east along FM 150 to Heidenreich Lane.
The EAA reduced County Line’s pumping rights to 76.212 acre feet in 1999. In 2008 County Line purchased groundwater rights in the amount of 215.206 Acre ft. to be pumped from the Edwards Aquifer.
Due to changes in the way the Edwards Aquifer was managed, County Line was forced to begin looking for water sources other than the Edwards Aquifer. County Line became a member of the Canyon Regional Water Authority, a regional water provider, along with Maxwell WSC, Martindale WSC and Crystal Clear SUD constructed a water treatment plant to process water from the San Marcos and Guadalupe rivers. Water is obtained through leases with the Guadalupe Blanco River Authority and purchased surface water rights.
2000
County Line began experiencing increased growth in its CCN area, mainly along FM 150 due to the completion of the City of Kyle sewage treatment plant and the increased capacity to treat affluent. This increased development continued to spread to other parts of the CCN because of population growth and the sale of property.
A new 12” line was installed from Hemphill along FM 150 to SH 21. $66,359.00
A portion of the CCN in the northwest corner of the service area was sold to the City of Kyle and in 2002 another portion of the area in the southwest corner was sold to Kyle. These transactions were done because it was felt the City of Kyle could and should serve those areas close to the existing City limits and would produce immediate revenue to County Line to be used to fund the treatment plant. At the time of the transactions there were not many customers in the areas sold.
2001
A booster pump station and 240,000 gallon ground storage tank was constructed on Hwy 21 near FM 1966 and in August of 2002 County Line began receiving surface water from the new treatment plant via a water line from Maxwell WSC. At the same time an agreement was reached with Goforth WSC for County Line to sell surface water to them. The point of delivery to Goforth is on High Rd.
A 16” line was installed along SH 21 from the booster site to downtown Uhland.

Purchased property on Hwy 21 from Mr. Gerald Anton for office and warehouse. Purchase price was $65,000.00.
Constructed a 1,000, 000 gallon elevated tank. $753,000.00
A new 8” and 24” line along FM 150 from Heidenreich Ln. to the Woodlands Subdivision. $190,088.44
2004
A portion of the line on Heidenreich Ln. was relocated and upsized due to roadway construction. Hays County paid the cost. $83,327.25
2007
A new 4” replacement line was installed along SH 21 from Brushy Creek to the north end of the system. $15,070.00
2008
County Line SUD purchased 188 Acre Ft. of surface water rights on the San Marcos River to be produced and treated at the Hays/Caldwell treatment plant. This purchase was made in conjunction with purchases made by Maxwell WSC and Martindale WSC and Crystal Clear SUD for additional water rights. This was funded by bonds sold through CRWA and paid by monthly payments. Total bond was $3,200,000.00
County Line SUD purchased 215.206 Acre Ft. of ground water rights to be pumped from the Brooks well site, Cost $702,520.00 from existing funds.
2009
A new replacement 8” line was installed along Old Spanish Trail from the 16” line in Uhland to the north intersection with SH 21. A 6” line was installed along Calle de Tobias, Seeligar Dr. and Perez St. along with fire hydrants. A portion of this improvement was funded by a CDBG grant/City of Uhland and participation by CLSUD.
Converted from Water Supply Corporation to Special Utility District, cost was approximately $50,000.00
2010
An 8” line and fire hydrants was installed along Rocky Rd. from SH 21 for approximately 1 mile.
2011
A 6” replacement line was installed along FM 150 to serve development on Creekside Trail. (paid by developer)
2012
A 8” line was installed along the west side of SH 21 for approximately ½ mile to connect to the existing 4”. From the intersection of Hwy 21 and Rocky Rd. to the road crossing at the old water tower site.
2014
Began participation in the Hays/Caldwell Public Utility Agency through Canyon Regional Water Authority, to receive additional water supply.
2015
A 12”, 10,350 ft. replacement line installed along Cotton Gin Rd. from Plum Creek Rd. to Heidenreich Lane. 8”, 2,500 ft.replacement line along N. Plum Creek Rd. Funded by CDBG grant/City of Uhland and approximately $350,000.00 CLSUD.
2016
A second 238,000 gallon ground storage tank was constructed at the Hwy 21 Booster site. $336,484.00
2017
A 12″, 3,680 ft. replacement line with fire hydrants was installed along Cotton Gin Rd. from Plum Creek Rd. to Hwy. 21. This replaced the existing 4″. Funded by CDBG grant/City of Uhland. County Line’s cost was approximately $15,000.00
A 12″, 8,480 ft. replacement line and fire hydrants along Hwy 21 from Rocky Road to the Las Estancias subdivision. This replaced the existing 3″.
500,000 gal. elevated tank was constructed on the north side of High Rd. approximately 3/4 mile west of Hwy 21, adjacent to the Elementary school site.
Upgraded Highway 21 line to a 12″ on the east side from Rocky Road to the north end of Las Estancias II. Developers paid cost of 8″ upgrade, CLSUD paid difference.
Upgraded Cotton Gin Rd. to a 12″ line from Plum Creek Rd. to Hwy 21. CDBG grant from City of Uhland, CLSUD paid matching funds.
2018
Entered into a Wastewater Service agreement with Plum Creek Utilities to begin providing waste water treatment service to the community.
Built a 12″ water line from High Rd. to a new elevated tank and behind the school.
Purchased an excavator, skid steer and dump trailer.
Built a new warehouse behind the existing office.
PCU constructed the first phase of the wastewater treatment plant and CLSUD Constructed a gravity main from the school to a lift station on S. Plum Creek Rd.
PCU constructed a lift station on S. Plum Creek Rd. and a force main to the plant.
2019
Constructed a 12″ water line between Uhland Elementary and the Hays Transportation Facility. CDBG/Uhland grant funds with CLSUD providing match funds.
A generator was also added at the Hwy 21 Booster site in the same project.
2020
Relocate 12″ water line at IH-35 at the Plum Creek bridge. Bore and tie into the existing line. Reimbursed by TxDot.
PCU installed a lift station at Las Estancias II, CLSUD constructed a forced main from the lift station to High Rd.
Hays County did upgrade to Cotton Gin Rd., CLSUD needed to relocate water lines, upgrade was done and Hays County reimbursed CLSUD.
2023
Daniel Heideman, Manager for 43 years retired and Humberto Ramos was hired to replace him.
During the past two years there was an effort to increase water supply by joining Guadalupe Blanco River Authority, which will construct a project to deliver water to County Line and several surrounding water districts. Water was leased from the City of San Marcos on a temporary basis to fill the need until the new project comes on line.
Development continues in the area and additional water line projects are being built along with additional water storage facilities.
2024
Building of the Reuse project pump station was begun in 2024 with completion anticipated to be in early 2025.
